regulatory oversight
CTA operates in a highly regulated industry and is subject to the regulations of both the Commodity Futures Trading Commission (CFTC) and the National Futures Association (NFA). The CFTC is an agency of the U.S. federal government while the NFA is a self-regulatory organization that operates under the oversight of the CFTC. Advisors in the futures industry, such as CTA, must belong to the NFA.

"Bad volume is analogous to that of a crack in the foundation of a house. If not corrected and construction continues, the problem doesn't just go away. Rather, it gets worse as cracks in walls and ceilings appear. Eventually, you have to go back and fix the foundation.
Price is similar. If the range in which price experienced bad volume is not corrected soon, price comes back to fix that condition -- similar to a "Gap" [a technical condition where price "vaults" a price range].
In fact, it is my theory that price comes back to fill Gaps because of bad volume."
